PCE is an initiative of "Society for Access to Quality Education (SAQE)" registered under the Voluntary Social Welfare Agencies Ordinance of 1961 (XLVI of 1961) with the registration number VSWA/ICT/611 in the year 2012.

Pakistan Coalition for Education (PCE)

The PCE Story

Established in 2005, Pakistan Coalition for Education (PCE) currently stands as the only coalition working on education advocacy in Pakistan for sixteen consecutive years. This network of civil society organizations currently is present in 65 districts across Pakistan in Punjab, Baluchistan, Khyber Pakhtunkhwa, Sindh and Azad Jammu and Kashmir. The Coalition consists of members from local Community-Based Organizations (CBOs), Non-Government Organizations (NGOs), Parent-Teacher Associations (PTAs), Civil Society Organizations (CSOs) and Education Reporters’ Associations (ERA) in the media, who aim to bring about change in the education system of the country through policy advocacy and civic engagement.

In recent years, PCE has grown immensely with regards to its thematic areas of education. While it started from Financing on Education, PCE is now taking on several issues including the implementation of Right to Education, Education Governance, Girls' Education, Public-Private Partnerships in education and the Sustainable Development Goals. Since last year, PCE has also conducted additional research on unregulated privatization of schools as a violation of human rights.

Girls Education

Girls' Education in Pakistan remains dismal and as a result of this, female literacy, retention and learning outcomes for females in schools remain poor. PCE advocates for increased prioritization of female education in Pakistan, focusing on access to quality education.

Right to Education - RTE

PCE advocates for the enforcement of Article 25 A, the Right to Education, within the constitution that obligates the state to provide free and compulsory education to children age 5-16 years. The Right to Education was added to the Constitution as part of the 18th Constitutional Amendment in 2010.

Education Financing

Pakistan's education spending is currently the lowest in South Asia, with only 2.5% of GDP allocated to education. PCE strongly advocates for an increase in education budget to at least 4% of the GDP. It also lobbies for transparency and accountability in the allocation and utilization of education budget.
