This study analyses budget data gathered by PCE members across 12 districts—through district education offices, census reports, and government portals—to assess whether public education spending is gender-responsive, disability-inclusive, and disaster-responsive. The process itself revealed deep transparency gaps: enrolment data for transgender, disabled, and minority students was often unavailable, and some district authorities withheld budget information altogether. Beyond its findings, the activity is designed to build social accountability, equipping citizens and CSOs to engage their local representatives and education departments directly.
