Do Schools Get Money?’ is PCE’s flagship budget-tracking study, conducted jointly as a coalition to investigate the real financial situation of government primary schools. The 2016 edition tracked school council grants across 14 districts, working directly with district education officials to follow allocations from budget line to classroom. It remains a defining example of PCE’s social-accountability approach—using coalition fieldwork to expose the gap between what is budgeted and what is delivered.
