This 2012 survey—PCE’s pilot in school-level budget tracking—investigated school conditions, facilities, the role of school management committees, and the use of grants in selected schools. Conducted by 16 PCE member organisations across 16 districts, it gathered data from 2,627 schools, 82% of them primary. As a foundational study, it shaped the methodology for PCE’s later, larger ‘Do Schools Get Money?’ series.
