Education Financing
Education financing is about: how much the government spends on education, and whether it spends it well. That means how much actually reaches the classroom, how fairly it is shared between and within provinces, and whether anyone can see where it goes. For PCE, this is where education promises are either kept or quietly dropped.
It matters because Pakistan spends far too little on education, less than 1.5 percent of GDP, when the benchmark is at least 4 percent. But the amount is only part of the problem. Money is also lost to waste, to "ghost schools" that exist only on paper, and to budgets that never reach the girls, the children with disabilities, or the poorest areas that need them most. We follow the money the whole way, from how much is set aside to how it is finally spent, because a fair, well-used budget is what everything else depends on.
